Shakespeare said it, and it's a universal truth.

City Car Club has just been bought by Enterprise Rent-a-Car.

Their new T&Cs seem to say that I would be responsible for all losses
if a car I rented was stolen.

No doubt their fiduciary duty to their shareholders requires them to
say so.

Past experience with takeovers (of ISPs, banks, and employers)
convinces me that while it may be a good thing for vulture capitalists,
vulture socialists, and the like, it'll be to my detriment.

Maybe the proposal by the City of Edinburgh to reduce the number of
City Car Club bays and use the spaces for hourly parking came about in
part because they knew something was in the wind.

Are there any competing car clubs in Edinburgh?

Oh, I really don't think it does, you know.

Haven't heard the phrase for some time, so perhaps it has gone out of
fashion or lost its effectiveness as a justification for what might
otherwise be called antisocial behaviour.

But I agree; I don't think it does or ever did _require_ such action.

Oh, the phrase, and the duty still very much exists in law.
But its meaning is far narrower than many people think.
